Job Description

Our client who is a highly respected government agency is seeking a Senior IT Project Manager who desires to leverage their 10+ years of professional experience with regards to senior level projects, knowledge of Program Management, Agile methodology, business and technology requirements, and cross functional requirements. The current project(s) is slated to run for ~1 year for this position, with a strong possibility of extension. The candidate must be PMI Project Management Professional (PMP) certified with a minimum of 10 years of increasing duties and sizes of projects as an IT Project Manager. As well, an Agile methodology certification (PMI-ACP or equivalent) and/or Scrum Master certification (PMI DASM or equivalent) is preferred.

The Senior IT Project Manager will report to the CTO/CISO. Under limited supervision, this position is responsible for managing the Enterprise project and portfolio governance including oversight of customer projects and targeted IT Projects based on priorities set by the CTO. These projects will have technical, policy, and process requirements that may impact multiple programs, workstreams, and systems. This position creates and maintains project plans using appropriate Agile project management methodology with input from primary stakeholders. This position will use project plans to coordinate resources, assess and communicate progress and quality, and ensure project milestones and timelines are met as established in the plan.

  • Manage Enterprise Project and Portfolio Management including stakeholders especially executive leadership team and quarterly cadence
  • Track and Monitor Enterprise Critical Initiatives including coordinating with Vendors, Supplier and Internal Stakeholders to showcase product demos etc.
  • Facilitate meetings with CIO, Enterprise Architects and IT SME to capture decisions and communicate to Internal Stakeholders
  • Expand on the existing governance models and recommend best practices to better align with Customer needs
  • Leads project planning sessions with multiple stakeholders and subject matter experts
  • Uses agile project management methodology backed by modern software development
  • Coordinates with IT Project Coordinator / staff and other resources as needed
  • Manages overall coordination of projects from planning through implementation
  • Sets and manages project scope, priorities, deadlines, deliverable, and payment schedules
  • Facilitates discussion and consensus among various project stakeholders
  • Creates project plans and manages and tracks progress
  • Ensures project milestones and deadlines are met
  • Tracks, manages, and mitigates risks and issues
  • Designs and facilitates contracts and agreements
  • Responsible for contract and vendor management activities
  • Creates reports and presentations for project status; presents to management and leadership
  • Manages relationships and communication between internal project owners and resources, vendors, external oversight parties, and IV&V
  • Serves as a member of IT Program Administration unit and supports the work of other team members as needed
  • 10+ years of experience as an IT Project Manager in Enterprise Environments
  • Demonstrated ability and experience making onsite and remote C-Level Project Presentations
  • Experience working with data systems and acting as a liaison between business users and technical staff
  • Experience implementing complex projects using Agile or modified Agile methodology
  • Experience organizing and analyzing data to inform decision making
  • Advanced skills in Excel, Microsoft Project  and other Microsoft Office applications
  • Knowledge of or experience with Salesforce (SaaS) System (preferred)
  • Experience measuring staff effort related to user stories and tasks surrounding testing, development  and any other part of a typical technical strategy or implementation project
  • Understanding of business user needs, and ability to translate those needs to technical staff that are responsible for the coding and development of data systems
  • Understanding of how data systems interact
  • Intermediate or advanced skills in Microsoft Word, Project and Excel
  • Intermediate skills in SharePoint and relational databases
  • Understanding and use of document management and version control
  • Ability to execute high quality customer service by anticipating customer needs, providing service accurately, in a respectful and timely manner, and establishing and maintaining effective contact and follow through with customers
  • Ability to develop and maintain positive work relationships
  • Ability to collaborate and work effectively as a team member
  • Excellent communication skills, both oral and written, and organizational skills
  • Ability to organize and evaluate data to drive decision making
  • Ability to work with diverse communities and sensitivity to needs and concerns of various cultural  groups
