IT Enterprise Architect Career Opportunity
We are seeking an experienced IT Enterprise Architect to lead and mature our Enterprise Architecture Program. This role will help translate agency strategy, business priorities, and service needs into practical technology roadmaps, standards, architecture decisions, and modernization recommendations across cloud, applications, data, integrations, infrastructure, enterprise platforms, and AI-enabled solutions.

Reporting to the Chief Information Officer, the Enterprise Architect will serve as a trusted advisor to executive leadership, business owners, project teams, technical leaders, governance bodies, and vendors. The role will focus on enterprise alignment, architecture governance, solution review, technology lifecycle planning, risk reduction, and long-term sustainability. The Enterprise Architect will guide and coordinate domain specialists rather than assume operational ownership of every system or platform.

This position works in close partnership with the Director of Information Security, IT leadership, and agency governance bodies to ensure recommendations appropriately consider security, privacy, compliance, operational support, cost, and agency priorities.

IT Enterprise Architect Role and Responsibilities

Manage and mature the Enterprise Architecture Program, including its governance processes, architecture standards, review practices, templates, decision records, reference architectures, roadmaps, and architecture repository.

Partner with agency leaders and business owners to translate strategic priorities, business capabilities, service needs, and program objectives into current-state, target-state, and transition architectures.

Establish practical architecture checkpoints within project intake, procurement, vendor review, security review, solution design, change governance, and transition-to-operations processes.

Lead and facilitate architecture reviews for major projects, procurements, cloud services, SaaS platforms, applications, integrations, infrastructure changes, data platforms, AI-enabled solutions, and modernization initiatives.

Document architecture decisions, conditions, exceptions, accountable owners, remediation actions, and escalation recommendations for review by the appropriate governance authority.

Develop and maintain architecture principles, standards, design patterns, reference architectures, review criteria, technology roadmaps, and reusable decision frameworks.

Provide architecture guidance across the Microsoft ecosystem, including Azure, Microsoft 365, identity services, data platforms, endpoint services, collaboration capabilities, security services, and AI-enabled solutions.

Evaluate proposed technologies for business alignment, security, privacy, accessibility, operational supportability, resiliency, integration, scalability, interoperability, cost, and long-term sustainability.

Evaluate total cost of ownership, licensing implications, vendor concentration, exit considerations, capability duplication, support models, and technology lifecycle costs when developing recommendations.

Maintain visibility into technical debt, unsupported technologies, duplicated capabilities, architecture exceptions, lifecycle concerns, vendor dependencies, and modernization opportunities.

Identify opportunities to standardize, consolidate, rationalize, modernize, replace, or retire technologies across the enterprise portfolio.

Establish practical architecture guardrails for AI-enabled solutions, Copilot, and agentic automation, including approved data use, human oversight, identity and access, logging, testing, monitoring, exception handling, operational ownership, and records-management considerations.

Promote secure application delivery and appropriate DevOps and DevSecOps architecture practices, including CI/CD, release governance, testing, rollback, monitoring, and operational handoff considerations.

Partner with Information Security, IT Operations, Application Development, Data and Analytics, PMO, Procurement, Legal, Privacy, vendors, business owners, and executive leadership.

Communicate architecture recommendations, risks, dependencies, options, and tradeoffs in clear, business-focused language for both technical and executive audiences.

Improve architecture review and documentation practices through processes that are practical, repeatable, transparent, and measurable.

IT Enterprise Architect Role Boundaries and Decision Model

The Enterprise Architect is expected to provide enterprise-wide leadership, facilitation, analysis, standards, and recommendations. The role is not expected to serve as the hands-on engineer or operational owner for every platform. Domain teams and system owners retain responsibility for detailed engineering, implementation, administration, and ongoing operations within their areas.

Architecture recommendations, conditions, and exceptions will be documented and escalated to the appropriate governance or executive authority when formal approval is required.

IT Enterprise Architect Minimum Qualifications

Ten or more years of progressively responsible IT experience, including at least five years in enterprise, solution, cloud, application, infrastructure, data, integration architecture, or related technology leadership roles with enterprise-level responsibilities.

Practical experience engineering, administering, implementing, or supporting enterprise technical services and translating that experience into architecture decisions, standards, support models, and implementation guidance.

Strong working knowledge of the Microsoft ecosystem, including Microsoft Azure and Microsoft 365 and their associated cloud, identity, collaboration, security, management, and productivity capabilities.

Strong working knowledge of enterprise integration architecture, including APIs, middleware, ETL, event-driven integration, data exchange, and related patterns.

Experience evaluating solutions across cloud, infrastructure, SaaS, applications, integrations, data platforms, identity services, and operational support environments.

Experience managing or facilitating architecture governance, technology standards, solution reviews, roadmap development, decision records, exception processes, or architecture documentation.

Ability to develop and clearly communicate architecture diagrams, design recommendations, standards, risks, dependencies, options, and technology tradeoffs.

Ability to evaluate designs, ask the right questions, identify enterprise impacts, and guide domain specialists toward secure, supportable, and sustainable decisions.

Strong communication, facilitation, analytical, negotiation, and stakeholder coordination skills across technical, business, vendor, and executive audiences.

IT Enterprise Architect Preferred Qualifications

Experience in state government, the public sector, or another regulated environment.

Familiarity with NIST SP 800-53, FIPS 199, CJIS, SSA, GTA, privacy, records-management, or comparable security and compliance expectations.

Experience with Microsoft Fabric, Power BI, Salesforce, ServiceNow, enterprise integrations, identity governance, SIEM/SOAR, AI-enabled platforms, DevSecOps, or comparable enterprise capabilities.

Experience with technology portfolio rationalization, lifecycle planning, technical debt management, total cost of ownership analysis, or vendor technology assessments.

TOGAF, Microsoft Azure Solutions Architect, cloud, security, or comparable architecture certifications are helpful but not required.

Experience supporting architecture review committees, technology governance boards, project governance, procurement reviews, or enterprise technology planning.

What Success Looks Like

First 90 Days:

Assess the current enterprise architecture capability, priority risks, and maturity gaps.

Establish working relationships with business, technology, security, data, procurement, privacy, legal, project, and vendor stakeholders.

Inventory existing standards, diagrams, roadmaps, decision records, exceptions, review practices, and architecture artifacts.

Senior Full-Stack .NET Developer Job Overview
The Senior Full-Stack .NET Developer will be involved in a major modernization effort, moving a mission critical online, self-service portal from a legacy ASP.NET architecture to .NET 8+, modern APIs, Azure cloud services, and a React-based user experience. This is not a maintenance or production support role. This position is for a senior engineer who wants to lead modernization efforts, solve complex technical problems, and help shape the future architecture of an enterprise platform. You will play a key role in technical design decisions, application architecture, cloud integration, and delivery. Our team is intentionally lean. That means ownership matters. You will be expected to take a solution from concept to production, including design, development, testing, deployment, documentation, and operational support. Success in this role requires initiative, accountability, and the ability to work independently. If you enjoy building, leading, and owning outcomes, you will thrive here.

Senior Full-Stack .NET Developer Role and Responsibilities
Application Modernization (Primary Focus):

Champion the modernization of mission-critical licensing and eligibility applications, transitioning legacy solutions to modern .NET and Azure-based architectures.

Design and implement scalable, secure, and maintainable application solutions that reduce technical debt and improve long-term supportability.

Build and evolve API-first integrations and services that enable future platform capabilities.

Develop cloud-native solutions using Azure App Services, Azure Functions, and related Azure technologies.

Own the SQL Server platform, including data architecture, performance tuning, data migration, and platform modernization.

Implement and maintain CI/CD pipelines using Azure DevOps to automate testing, deployment, and release management.

Drive engineering excellence through code reviews, automation, documentation, and adherence to modern development practices.

Frontend and Integration:

Build and maintain React-based UI components as part of the modernization roadmap.

Demonstrate a strong understanding of web application rendering patterns, including client-side rendering (CSR), server-side rendering (SSR), component-based architectures, and modern frontend frameworks.

Integrate third-party services and internal APIs; document every integration cleanly.

Implement and maintain reporting using SSRS and Power BI.

Participate in AI integration initiatives - Azure Agentic AI services, Copilot tooling, and chatbot integrations where applicable.

Quality, Documentation, and Support:

Write code that your teammates can read and maintain in the future.

Provide production support and own root-cause analysis when things break.

Maintain application documentation, deployment runbooks, and user-facing guides.

Participate in architecture reviews, code reviews, and sprint ceremonies.

Senior Full-Stack .NET Developer Required Skills and Qualifications

8+ years of professional .NET development experience - C#, ASP.NET MVC, Web API.

Demonstrated, hands-on experience migrating legacy ASP.NET applications to modern .NET (6, 7, 8 or 10).

Production SQL Server experience: stored procedures, T-SQL tuning, schema migrations, data clean-up.

Hands-on Azure experience in App Services, Function Apps, deployment pipelines, configuration management. Hands-on being defined here as:

5+ years of delivering software in Agile (Scrum or Kanban) environments using ADO or GitHub.

You have modernized a real application - not a proof of concept - from legacy ASP.NET to .NET 6/7/8/10.

You have designed and maintained RESTful APIs that external systems depend on.

You have debugged production issues independently, without a team lead walking you through it.

Senior Full-Stack .NET Developer Preferred Skills and Qualifications

React experience, specifically building components within an existing application, not greenfield.

Exposure to .NET 10.

Power BI or SSRS reporting development.

Experience with government, healthcare, or public-sector systems. Strong understanding of compliance, auditability, and data sensitivity.

Familiarity with ADA/WCAG 2.1 AA accessibility standards.

Exposure to Azure Agentic AI services or integration of AI-driven features in production applications.

Experience with middleware platforms such as Boomi or MuleSoft.

NETWORK ENGINEER POSITION SUMMARY
We are seeking a Network Engineer to support its Merger and Acquisition (M&A) program. This is a hands-on role for an engineer who works directly in network devices — assessing acquired environments, building and configuring standard equipment, executing site cutovers, and troubleshooting through to resolution.
The work is project-based and spans the full delivery lifecycle — discovery, documentation, bill of materials, procurement support, step-by-step implementation planning, and execution. The engineer produces the plan and then carries it out.
NETWORK ENGINEER RESPONSIBILITIES
Discovery, documentation, and planning

Perform discovery and validation at acquired sites — circuits, IP addressing, routing, switching, wireless, firewalls, network access control, remote access, and dependencies — establishing ground truth by inspection rather than relying on existing documentation.

Assess current state, identify architectural risks, and contribute to target-state design and per site integration plans.

Build site bills of materials — switches, access points, edge routers, optics, licensing, PoE and power, racks, cabling, and spares — and support procurement on part selection, entitlements, and lead times.

Write step-by-step implementation and cutover plans with pre-checks, sequenced steps, validation, go / no-go criteria, and per site rollback.

Track new job site and branch office builds through 's service management system, following the process applicable to each request type.

Maintain accurate diagrams, configurations, procedures, and as found and as built documentation.

Implementation and cutover

Stage, install, and configure standard network, security, and wireless equipment; rack, cable, label, and commission at acquired offices, yards, shops, and data center spaces.

Replace acquired switching and wireless with standard equipment.

Execute site cutovers and circuit migrations in approved change windows, coordinated with the acquired company's change control process.

Coordinate with M&A project teams, infrastructure and security teams, local IT contacts, carriers, vendors, and field technicians.

Troubleshoot issues arising from integration work using logs, packet captures, and device output to identify root cause; escalate high-impact issues while continuing to drive resolution, keeping stakeholders clearly updated.

Transition support

Support the acquired company's existing network platforms through the transition period. These vary by acquisition and commonly include Fortinet, Meraki, and Palo Alto.

Where elements of the acquired environment remain in service during transition — typically the WAN and a firewall supporting their legacy VPN — maintain them and make routing changes as sites migrate.

Maintain connectivity between and the acquired environment throughout a phased, multi-site cutover.

Identify and resolve overlapping IP space between the acquired environment and, and account for the DNS consequences of the approach chosen — re-IP of DNS servers at headquarters and main branch sites carries significant downstream impact.

Cisco platform engineering

Configure and troubleshoot Cisco SD-WAN routers and Cisco switches at the IOS / IOS-XE CLI — edge device configuration, device and feature templates, policy, application-aware routing, QoS, path selection, and link failover — and resolve control-connection and data-plane faults.

Deploy Catalyst 9200 and 9300 access switching, including stacking, uplinks and port-channels, PoE budgeting, VLAN and trunk design, and spanning-tree behavior.

Build and maintain Cisco wireless on Catalyst 9800-80 wireless LAN controllers — WLAN profiles, policy profiles, policy tags, site tags, and RF tags and profiles — and install and troubleshoot Catalyst 9120 / 9130 and current-generation Wi-Fi 6E / 7 access points, including AP join and provisioning, mounting and PoE, coverage and RF, and client onboarding.
Administer and troubleshoot Cisco Secure Firewall (FTD) — security policy, NAT, VPN, and routing — including site-to-site VPN tunnels to third parties where required.

Design, build, and validate failover behavior: transport and path failover, dual-edge and dual-circuit handoffs, first-hop redundancy, and convergence — tested rather than assumed.

NETWORK ENGINEER REQUIRED QUALIFICATIONS

Hands-on Cisco Secure Firewall (FTD) administration — policy, NAT, IPsec VPN, and routing.

Practical 802.1X / MAB network access control experience and the ability to troubleshoot authentication failures end to end; Cisco ISE experience strongly preferred.

Routing depth across SD-WAN overlay, LAN, and failover behavior, including maintaining connectivity between environments during a phased migration.

Fluent IP subnetting and address planning, including identifying and resolving overlapping address space. This will be assessed directly in the technical screen.

Strong understanding of TCP/IP, VLANs, trunking, STP, routing, NAT, ACLs, VPNs, QoS, DHCP, and DNS.

Experience producing bills of materials and supporting procurement for site builds; ability to interpret and create network diagrams and translate requirements into implementable designs.

Experience troubleshooting with CLI tools, logs, packet captures, and monitoring platforms.

Demonstrated ability to rack, cable, stage, configure, and replace network equipment and access points.

Experience working under formal change control; strong communication skills with technical and nontechnical stakeholders; and the ability to work independently in a technically demanding enterprise environment.

NETWORK ENGINEER PREFERRED QUALIFICATIONS

Cisco CCNA or CCNP, or equivalent hands-on experience.

Cisco ISE hands-on administration — policy sets, authorization profiles, and profiling.

Experience with other vendors such as Meraki, Fortinet, and Palo Alto is helpful, since acquired environments frequently run them.

Experience with M&A, divestiture, site integration, or network consolidation work — particularly supporting multiple vendor platforms through a phased cutover, or migrating between SD-WAN platforms.

Network automation with Python, Ansible, or vendor APIs — configuration generation, bulk validation, and reporting.
